Film Description:

What do secrecy, police provocateurs, an assault on democracy and infringements on citizens’ rights have in common? The Security Prosperity Partnership.

‘You, Me, and the S.P.P: Trading Democracy for Corporate Rule’ is a feature length documentary which exposes the latest manifestation of a corporatist agenda that is undermining the democratic authority of the citizens of North America.

Two processes, the Security Prosperity Partnership (SPP) and the Trade Investment Labour Mobility Agreement (TILMA) are rapidly eroding and eliminating standards, civil liberties, regulatory systems and institutions put in place over generations through the democratic process. Proponents of the SPP and TILMA say that they are needed to keep trade flowing, opponents say these agreements not only undermine the democratic authority of citizens they threaten the sovereignty of the three nations through the integration of military, security structures and regulatory regimes.

    We finished a subtitled version of the film this Monday – about 12 hours before I got on the plane to start the tour. It still needs a little work but it will be finished and ready for manufacture when I finish the tour at the end of November. Hopefully we will have copies for sale in early December.

North American Union is the full-blown version of René Lévesque’s phony “Sovereignty Association” (1980) and Jacques Parizeau’s phony “Sovereignty Partnership” (1995), which our elites have for decades attempted to pull off using Quebec “secession“ and the separatists as a front. After two failed referendums to “secede” into the EEC-EU system — intended to be spread to North America — 9/11 gave the coup d’état the impetus it needed to get the final integration done on a fast-track. Now, all they need is a final phony referendum to cover up the TREASON.

    On 9 June 2010, as I predicted, Gilles Duceppe announced the upcoming third and final referendum for Quebec to “secede“… into “North American Union“…

    The SPP is not politics; nor can it be reviewed and legalized by a public vote. North American Union is treason; secession is TREASON. The Constitution of Canada is NOT “silent” on the “ability” of a province to secede from Confederation. The Supreme Court LIED. Not only did they lie, they overthrew the Constitution in 1998 and replaced it with Secession as the “supreme law“. Secession and ANNEXATION are both unconstitutional and illegal in Canada.

    I saw the film a while back and seem to remember something said about only having 8 years of natural gas left . Where , please can I research that figure ? Is there somewhere that I can find out more about the reserves estimate ?
    And lastly if I saw the show a couple of years ago now , I think , does that mean we only have 6 years left or have they found more ?

    There is nothing in the film about how much natural gas is left just that we must export a certain proportion to the USA based on the proportionality clause in NAFTA.

    Canadians are now under surveilence in many other ways electronically.

    Don’t understand why the Cons have such a problem with the census. They “mine” information shamelessly themselves.
    Here’s a good read:… “Former Conservative-turned-Liberal MP Garth Turner revealed that the Conservatives require MPs to input constituency office information into a consolidated political database system called Constituent Information Management System or CIMS.

    “This led to controversy over whether the Conservatives breach privacy laws with this practice. Since they are not a business, however, they probably do not.

    “Political work is based on list-building … with consultants and invest heavily in database technology. Turner’s charges, however, raise questions about how that work is done by the Conservatives.

    “The Conservatives have used their money and .. connections with US Republicans to develop a wide lead over their competitors in the field of “data mining” and voter identification.”


    What’s the difference between providing census information; and a CIMS database of voters & consituents?

    How soon people forget…

    Lockheed Martin was tasked with correlating the data. They at first said they would only use approved Canadians from Stats Can – they got caught in a lie right off the bat. And this really mattered to her and others because in the age of the Patriot Act and Lockheed Martin being an American company that meant they US government could seize the census data under said act.

    She didn’t do this because she found the census intrusive or whatever the rightwing talking point of the day is, but because of a known weapons of mass destruction foreign company getting the contract for our census coupled again with the worries over the Patriot Act.

    And what’ really priceless is our resident rightwingers jeered and hissed at everyone in 2006 for refusing to do the census!

    Blogs and forums are the historical record of this fact!

    On Feburary 4th 2011…Prime Minister Stephen Harper has already signed away Canada’s sovereignty by making backroom deals without public debate or scrutiny. The security perimeter deal was signed by Prime Minster Harper without permission from the Canadian public and without approval from Parliament even though it could result in major changes to how our borders are monitored, unfair immigration policies, and the sharing of Canadians’ personal information with U.S. Homeland Security.

    No doubt, Canada’s entry into US Northern Command will be presented to public opinion as part of Canada-US “cooperation”, as something which is “in the national interest”, which “will create jobs for Canadians”, and “will make Canada more secure”.

    Ultimately what is at stake is that beneath the rhetoric, Canada will cease to function as a Nation:

    -Its borders will be controlled by US officials and confidential information on Canadians will be shared with Homeland Security.

    -US troops and Special Forces will be able to enter Canada as a result of a binational arrangement.

    -Canadian citizens can be arrested by US officials, acting on behalf of their Canadian counterparts and vice versa.

    But there is something perhaps even more fundamental in defining and understanding where Canada and Canadians stand as nation.

    By endorsing a Canada-US “integration” in the spheres of defense, homeland security, police and intelligence, Canada not remains a full fledged member of George W. Bush’s “Coalition of the Willing”, it will directly participate, through integrated military command structures, in the US war agenda in Central Asia and the Middle East, including the massacre of civilians in Iraq and Afghanistan, the torture of POWs, the establishment of concentration camps, etc.

    Canada would no longer have an independent foreign policy. Under an integrated North American Command, a North American national security doctrine would be formulated. Canada would be obliged to embrace Washington’s pre-emptive military doctrine, its bogus “war on terrorism which is used as a pretext for waging war in the Middle East.

    The Operational Integration Center (OIC) on Selfridge Air National Guard Base in Michigan, officially opened on March 24, 2011. The facility, “will provide a centralized location for CBP, along with federal, state, local and international partners, to gather, analyze and disseminate operational and strategic data in the Great Lakes region of the Northern border.” The intelligence gathering center features a high-tech control room where video from cameras and surveillance stations can be monitored, as well as live feeds from helicopters and UAVs.

    Among the various U.S. agencies, it will also include the participation of the RCMP who will pass on any pertinent information to Canada Border Services and the Ontario Provincial Police.

    The new center is intended to, “bring about an increased unity of effort among participating agencies and help maximize resource utilization. The OIC will also draw support from field assets, intelligence resources, and a variety of technologies.”

    This could be the first of many such facilities which will expand surveillance capabilities and further militarize the northern border.


    Following the GAO report which identified security vulnerabilities along the northern border, a group of U.S. Senators from states that border Canada issued a letter to U.S. Defense Secretary Robert Gates and Department of Homeland Security (DHS) Secretary Janet Napolitano. The Senators were urging the two federal agencies, “to further cooperate in combating the increased rate of drug smuggling across our northern border by deploying any and all available military radar technology to uncover and combat the smuggling of drugs by low-flying aircraft.”

    They pointed to Operation Outlook, a bi-national, multi-agency pilot project employed in the Spokane Sector from 2005 to 2008, which used military radar equipment. The initiative, “identified air-related smuggling trends and patterns and organizations active in cross border criminal activities.”

    Senator Charles Schumer (D-NY) who signed the letter, later announced that Secretary Napolitano had agreed to deploy radar technology across the northern border as quickly as possible.

    “The leaders of the U.S., Canada and Mexico had a major trilateral summit meeting, in relation to the SPP, at the Château Montebello, in Montebello, Quebec.[7] This conference was described as a public relations event with the purpose of promoting the SPP among investors and to reassure the public about the consequences of the plan. A protest during the event led to controversy, when labour leaders identified three masked, rock-wielding individuals as disguised police officers and accused them of disguising themselves as demonstrators in order to incite violence. Footage of the clash was shown on Youtube and attracted significant media attention; the Quebec Provincial Police subsequently admitted that the individuals in question had been police officers in disguise, but denied any attempts to incite violence. ”

    Have you noticed that Lockheed Martin, the giant weapons corporation, is shadowing you? No? Then you haven’t been paying much attention. Let me put it this way: If you have a life, Lockheed Martin is likely a part of it.

    It now does work for more than two dozen government agencies from the Department of Defense and the Department of Energy to the Department ofAgriculture and the Environmental Protection Agency.

    It’s involved in surveillance and information processing for the Central Intelligence Agency (CIA), the Federal Bureau of Investigation (FBI), the Internal Revenue Service (IRS), the National Security Agency (NSA), the Pentagon, the Census Bureau, and the Postal Service.



    Author Shorrock does the nation a great service in providing a basis for discussion of the out-sourcing of intelligence and IT support functions to private industry by federal agencies.

    1) Secret intelligence scam #1 is that there is no penalty for failure. Lockheed can build a satellite system that does not work (for NASA as well as the secret world–two different failures–or get the metrics wrong so priceless outer space research does not deploy a parachute–}and get another contract.

    He names LtGen Ken Minihan, USAF, as the de facto ideologist for the intelligence-industrial complex, and provides a good review of how venture capital funds were created to focus specifically on secret contracts.

    In citing the “Blaine Sector” (BC-Washington State) it notes the presence of “known terrorist organizations” lurking in the bushes around White Rock, plotting the downfall of America.

    And yet in 2008, more people were caught trying to sneak into Canada at remote border points with the United States than the other way around, intelligence reports found.

    The RCMP attributed the trend to factors including a U.S. crackdown on undocumented workers, more American agents along the border and the floundering U.S. economy. The figures showed 952 people were caught entering Canada, while 819 were bound for the United States.

    But it noted that some units within Homeland Security clash over who conducts border surveillance, who interviews detained immigrants and who gets credit for apprehensions, seizures and prosecutions.

    Efforts, in fact, to police the border have been tainted by rivalries that “may result in inefficiencies and a breakdown of co-ordination, ultimately leading to the risk of a border that is less secure.”

    Various U.S. agencies also fail to share information with one another due to mutual distrust, the report found.

    Of course..increased collaboration with the Department of Homeland Security would raise privacy and sovereignty concerns….BE WAIT THAT’S ALL BEEN FIXED NOW!!

    The Government of Canada, through the Beyond the Border Working Group, is committed to consulting with Canadians on the declaration on a shared vision for perimeter security and economic competitiveness. Priorities identified through public consultations will help shape the action plan, which will contain initiatives aimed at securing the two countries’ common border while developing job-producing and prosperity-enhancing trade between them.

    On 23 March 2005, Canadian Prime Minister Paul Martin joined Presidents George W. Bush and Vincente Fox in Waco, Texas, to announce the founding of a North American security and Prosperity Partnership (SPP). As part of the SPP, the three countries are to pursue common approaches:

    * to emergency preparedness and infrastructure protection;

    * improve aviation, border and maritime security; and

    * explore ways to enhance economic cooperation in key sectors. (Canada 2005)

    These efforts are intended to reaffirm the continental neighbours’ shared desire for a closer continental security relationship, one that reduces North American vulnerabilities without unduly slowing cross-border trade. In order to further improve continental security, Canada, the United States and Mexico are forming ministerial working groups to examine additional means of improving North America’s economic and security ties. As recently advocated by a Council on Foreign Relations task force, these working groups are likely to discuss the erection of a North American security perimeter, a step that would involve a near complete harmonization of Canadian, American, and Mexican homeland security and defence measures.
